Technical Experts – Amman Urban Resilience

ICF is seeking local candidates to serve as long-term and short-term technical experts for an anticipated multi-year USAID-funded program in Jordan, the Amman Urban Resilience Activity (AURA), estimated to be $25-50 million in value. According to USAID’s preliminary statement of work for AURA, the program goal will be to improve urban resilience to climate change and decarbonization in the municipality of Amman, Jordan. Activities are envisioned to focus on efforts to (1) improve data-driven policy-making and planning, and promote behavior change for urban resilience and decarbonization, (2) improve finance mobilization for urban resilience and decarbonization projects, and (3) increase implementation of priority urban resilience and decarbonization projects. A project office would be located in Amman, and possession of or ability to obtain local a work permit will be required for all project staff based in Jordan.
We are seeking both Team Leads as well as Technical Specialists with expertise in one or more of the following areas:
- Building resilience – developing municipal and national policies, plans, models, behavior change initiatives, and implementation activities to reduce climate and disaster risk, increase resilience, and support long-term climate and disaster mitigation planning across multiple sectors.
- Reducing emissions – developing and supporting policies, emissions accounting models, and implementation activities to reduce greenhouse gas emissions, improve efficiency, and strengthen sustainability across one or more sectors, including buildings, transportation, and green urban landscapes.
- Strengthening municipal governance – supporting GAM and its key partners and stakeholders to effectively advance climate resilience and decarbonizations objectives, plans, and projects through improved governance systems, data analysis and management, project and financial management, and private sector engagement.
- Private sector engagement – engaging private sector actors and private financing to advance and mobilize business models, financing, and investment for actions to support projects to enhanced resilience and decarbonization.
- Partner engagement and coordination – engaging local and national government agencies and officials, the private sector and civil society actors in Amman, and USAID and other international donors and partners supporting similar objectives.
- Training and capacity building – providing training and capacity building for government and non-government stakeholders and technical practitioners in-country, including collecting and analyzing climate data, planning for and implementing urban resilience and decarbonization projects, financial management to effectively plan climate response projects, and enhancement of local SMEs and CSOs capacity to provide climate services.
- Monitoring, evaluation, reporting, and learning – developing and managing tools to monitor and report on program activities and results, and to track and share lessons learned.
- Outreach and communications – developing outreach, communications, and knowledge-sharing materials and platforms.
What we need you to have (minimum qualifications):
- Advanced degree (or equivalent demonstrated through professional experience) in a relevant field, such as sustainable development, urban planning, public policy, finance, economics, engineering, environmental protection, etc.
- For Team Leads: At least 7-10 years of relevant technical experience working in relevant subject areas in Jordan or similar country(-ies) and with experience managing project teams and/or serving as a team leader in relevant technical areas.
- For Technical Specialists: At least 3 years of relevant technical experience working in relevant subject areas in Jordan or similar country(-ies).
What we would like you to have:
- Experience working on urban sustainability, urban development, sustainability/climate change project financing, and/or urban resilience programs and initiatives.
- Experience working as part of a USAID-funded or similar donor-funded project team.
- A proven record of excellent technical, decision-making, analytical, and interpersonal skills, including being an articulate speaker and empathetic listener.
- Demonstrated ability to be part of a highly skilled, interdisciplinary and intercultural team; to interact with a broad range of governmental and non-governmental actors and institutions across sectors; and to design and implement technical activities.
- Fluency in English and Arabic, including demonstrated excellence in writing and presentation abilities in English.
