The Position:

EmpowerED, in partnership with Global Affairs Canada, is a programme which aims to ensure adolescents and youth have enhanced and equal enjoyment of Sexual and Reproductive Health and Rights (SRHR), bodily autonomy, gender equality and a life free from violence. This will be achieved through an enabling environment, inclusive policies, and institutionalised in-school and out-of-school community-based Comprehensive Sexuality Education (CSE) programmes linked to SRHR and Gender-Based Violence (GBV) services. A key component of the programme is to support the adaptation of CSE as a transformative contribution to the prevention of GBV.

Job Purpose:

The M&E Specialist will play a crucial role in ensuring the effective monitoring and evaluation of the EmpowerED programme. This role involves designing and implementing M&E frameworks, collecting and analyzing data, and ensuring that the programme is achieving its intended outcomes in alignment with UNFPA’s strategic goals. The M&E Specialist will support the continuous improvement of the programme through evidence-based decision-making and will contribute to transparent and accountable reporting to stakeholders.

The M&E  Specialist will be responsible for: 

Design and Implementation of MEL Frameworks:

  • Develop and implement comprehensive MEL frameworks for the EmpowerED programme, ensuring alignment with UNFPA’s strategic goals and donor requirements.
  • Collaborate with country offices, regional offices, and other stakeholders to establish clear indicators, baselines, and targets for programme activities.
  • Provide technical support and guidance to country offices in adapting and applying M&E frameworks to local contexts.
  • Forster a learning programmatic perspective among participating countries and regions, and expand the learnings in benefit to the whole organization.

 

Data Collection and Analysis:

  • Coordinate and oversee the collection, management, and analysis of quantitative and qualitative data to track programme performance and impact.
  • Utilize data analysis to identify trends, gaps, and opportunities for improvement, ensuring that the programme is responsive to changing needs and contexts.
  • Prepare and disseminate regular M&E reports, including progress reports, case studies, and impact assessments, to inform programme decision-making and external reporting.
  • Ensure that data collection and analysis integrate gender-transformative, human-rights-based and leaving no-one-behind perspectives to ensure the programme reaches the most marginalised groups of young people.

 

Capacity Building and Technical Support:

  • Provide training and technical assistance to UNFPA staff and implementing partners on MEL methodologies, tools, and best practices.
  • Support the development and maintenance of M&E databases and systems, ensuring that data is accurate, reliable, and accessible to all relevant stakeholders.
  • Facilitate knowledge sharing and learning opportunities among programme teams and partners, promoting the use of M&E data for continuous improvement.
  • Support programming by analysing the latest evidence and data to inform CSE programming.

 

Reporting and Documentation:

  • Prepare high-quality reports for donors, senior management, and other stakeholders, ensuring that all reporting requirements are met and that reports accurately reflect programme achievements and challenges.
  • Document lessons learned, best practices, and success stories from the EmpowerED programme, contributing to UNFPA’s knowledge management efforts.
  • Support the development of communication materials that highlight the impact of the EmpowerED programme, using data and evidence to tell compelling stories.


 

Qualifications and Experience: 

Education:  

Advanced university degree (Master’s or equivalent) in public health, social sciences, statistics, international development, or a related field.
 

Knowledge and Experience: 

  • At least 5 years of professional experience in monitoring and evaluation, preferably in the field of SRHR, CSE, or GBV prevention.
  • Proven experience in designing and implementing MEL frameworks, including experience with data collection, management, and analysis.
  • Strong understanding of results-based management and experience in capacity building and technical support.
  • Familiarity with UN systems, donor reporting requirements, and ethical standards in M&E.
  • Knowledge and experience in gender-responsive and human rights-based measurement, monitoring, evaluation and learning practices.

 

Skills:

  • Excellent analytical and problem-solving skills, with the ability to translate data into actionable insights.
  • Strong communication and report-writing skills, with the ability to present complex data in a clear and accessible manner.
  • Proficiency in statistical software and data management tools.
  • Strong organizational skills and the ability to manage multiple tasks and deadlines.
  • Knowledge and experience in monitoring gender equality, human rights, comprehensive sexuality education and gender-transformative education programmes and interventions.
     

 

Languages: 

Fluency in English is required; knowledge of another official UN language is an asset.
