The Global Peace Operations Initiative (GPOI) is a U.S. Department of State security assistance program focused on building international peacekeeping capacity worldwide in close collaboration with the U.S. Department of Defense (DOD). The GPOI program's mission is to strengthen the effectiveness of the United Nations (UN) and regional peace operations by enhancing partner countries' capacities to prepare, deploy, and sustain peacekeepers and reinforcing UN and regional organizations' performance and accountability frameworks. State's Bureau of Political Military Affairs, Office of Global Programs and Initiatives, Peace Operations Capacity Building Division (PM/GPI/POCB) serves as the GPOI Program Office.

Duties and Responsibilities

The TL serves as the Project Manager's primary point of contact for contract execution, coordination, and management of GPOI contract activities in the respective African country. The TL is the primary interface with the U.S. Embassy, Host Nation military leadership, U.S. military and international trainers, and other stakeholders associated with contract execution. The TL manages personnel assignments across training tasks; maintains professional standards of accountability, quality, and effectiveness; monitors conduct and discipline and tracks the movement of his or her team members traveling to, working in, and departing from the host country; and ensures the conduct and quality of all task order activities and requirements.


Minimum Qualifications

  • Minimum of fifteen (15) years of military experience, which includes service after September 11, 2001.
  • Attainment of military grade of CW-3, E9, or O3 and higher.
  • Demonstrated experience as a senior mentor/advisor, military or civilian, to a senior foreign security partner with directly related experience in capacity building and unit-level assessments.
  • Relevant military operations or foreign security force (police or military) capacity building experience in the last 5 years.
  • Regional experience in Sub-Saharan Africa.
  • (Preferred) Experience in organizational development, conducting activities intended to drive institutional improvement and self-sufficient organizational change.
  • (Preferred) Experience as trained and certified Foreign Area Officer (FAO) with regionally focused expertise, including in an Office of Security Cooperation or Defense AttachΓ© Office.
  • (Preferred) Commanded a combat arms battalion level unit (combat arms is defined as infantry, armor, cavalry, engineer, field artillery, special forces, or special operations forces) in the U.S. or NATO military land forces.
  • (Preferred) Previous GPOI experience working with the TPDF.
  • (Preferred) Experience in a U.S. or NATO military training and doctrine development organization, or permanent assignment to a U.S. or foreign military training school or combat training center.
